Royal Oaks is a distinguished 875 home golf course community, originally built on the site of a general aviation airport. As a self-sustaining enclave, the community has long managed its own water, sanitary sewer, and drainage systems independently. However, a city-imposed requirement to isolate its water source from the community’s system resulted in a dramatic reduction in water pressure, which directly affected residents.

Faced with this challenge, IDS partnered with the city to explore solutions. After careful analysis, we concluded that Royal Oaks could pressurize its own water system—not only solving the pressure issue but also delivering tangible financial benefits—thanks to a favorable water rate derived from the air gap between the city’s supply and the community’s isolated distribution system.

This approach led to substantial annual operational savings, while preserving the aesthetic charm of the neighborhood through integration with existing Public Works infrastructure. The success of the project was recognized with the 2013 American Council of Engineering Companies (ACEC) Gold Medal Award in the wastewater category.
