W129 Channel Enclosure

Harris County Flood Control District – Houston, Texas

The W-129 watershed—located in downtown Houston—spans approximately three-square miles and is served by an open channel system extending roughly two miles in length. Originating at the Westpark Drive storm sewer outfall and flowing into Buffalo Bayou, this drainage area has long been a critical component of the city’s stormwater management infrastructure. Originally constructed by the Harris County Flood Control District in 1952, the channel has faced significant issues over the years, including numerous lining failures caused by poor soil conditions and the channel’s aging infrastructure. The project required a complete redesign in three phases spanning 17 years to address both structural and logistical issues.

Key Project Features:

  • A comprehensive hydraulic analysis was conducted for the proposed box culverts and energy dissipation measures

  • Coordination through Union Pacific Railway’s right-of-way and CenterPoint’s overhead electric right-of-way was carried out for the duration of the project

  • Innovative construction techniques were employed, including the use of early-strength concrete, specialized shoring applications, and a comprehensive dewatering plan

  • The project was a recipient of the Gold Engineering Excellence Award from the American Council of Engineering Companies-Texas
