We are pleased to announce the addition of five new shareholders to IDS Engineering Group. These individuals bring valuable experience that will support our ongoing growth and strategic direction.

Andrew Williams, P.E.
Andrew graduated from Texas A&M University with a degree in Biological and Agricultural Engineering. His interest in engineering stemmed from liking to work with his hands and wanting to understand how things worked as a child. While Andrew enjoys his role at IDS, he also appreciates the work-life balance it provides. As an avid outdoorsman, Andrew enjoys spending his weekends at the family ranch with his wife and young daughter or hunting elk in the mountains in the fall.
Andrew first connected with IDS at a career fair, attracted by the firm’s understanding of how his educational background could translate to a successful career in the civil engineering space. Since joining IDS, Andrew has had the unique opportunity to serve as District Engineer to a Municipal Utility District (MUD) for a master-planned community that he helped design early in his career, as well as for a MUD in the community that he grew up in. Andrew’s personal connection to both roles helps make these communities a better place and brings a high level of pride to his work.
Andrew’s career has been distinguished by his early acceptance of responsibility, which helped him develop his ability to prioritize tasks and lead teams to deliver complex projects. One of his most notable achievements has been his progression from an individual contributor to taking on a managerial role, where he now oversees and mentors younger engineers. He leads the office’s Lessons Learned Luncheons, fostering an environment where engineers collaborate to share insights and best practices to improve project outcomes across the firm.
In addition to his leadership at IDS, Andrew is an active member of the Association of Water Board Directors (AWBD) and the American Council of Engineering Companies (ACEC) Design Standards & Plan Review Committee. His involvement in these organizations highlights his commitment to continuous learning and contributing to the broader engineering community.
Andrew’s blend of technical expertise, client relations skills, and dedication to mentoring the next generation of engineers makes him an invaluable asset to IDS. We are proud to welcome Andrew as a shareholder and look forward to his continued contributions to our firm’s success.

Coy Custer, P.E., ENV SP
A graduate of Lamar University, Coy began his career by gaining experience across multiple firms, working first on public works projects, before transitioning to outdoor sports fields. His role as an engineer even extends to his personal life as a Lego enthusiast and builder. Not only is it a stress reliever, but Coy also enjoys sharing and introducing the hobby to his 3-year-old daughter. In his off time, Coy most enjoys weekends away, somewhere on a beach with his wife.
Wanting to return to his passion for public infrastructure, Coy joined IDS in 2017, where he has been a valued team member for eight years. In this time, he has demonstrated a remarkable ability to manage diverse projects, ranging from flood control and site development to street and storm sewer improvements. His broad expertise and problem-solving mindset have consistently contributed to the success of IDS and the communities we serve.
During his tenure at IDS, Coy has managed a large multi-phase watershed and channel improvement program for Harris County Flood Control District. He recalls that one of the most rewarding and validating aspects of this project was witnessing the direct and meaningful impact it made on the surrounding community. Specifically, a resident expressing the gratitude for the improvements to the channel that prevented flooding during a hurricane, something the neighborhood had struggled with numerous time in the past.
With a deep commitment to IDS, Coy envisions a long future with the company and aspires to continue growing within the organization. His leadership, work ethic, and passion for engineering reflect the core values of IDS, making him a natural fit for this next step. Coy is a member of the American Public Works Association (APWA) and the Society of America Military Engineers (SAME).

John Herzog, P.E.
John earned his degree in Civil Engineering from Texas A&M University. Learning from his grandfather, who was an architect, John developed an early interest in the A/E/C industry. Ultimately, he chose civil engineering as it aligned with his passion for constructing things and understanding how they work. John and his wife stay busy with their 3-year-old daughter and son born in December.
John joined IDS directly after college, having met the team at a career fair. He chose IDS because he saw potential for growth and opportunity. Throughout his career, John has learned the importance of taking responsibility and pride in his work. From presenting designs to project managers as an Engineer-in-Training, to then leading presentations for clients later in his career, John has consistently demonstrated professionalism and excellence.
From day one, John was involved in designing neighborhood sections. Specifically, two large master planned communities in Fort Bend County, one of these communities consisting of more than 55 residential sections. John played a large role in contributing to the growth of these communities whether it was designing some of the very first sections to mentoring his team on the design of the later sections to eventually becoming District Engineer and now rehabilitating some of the communities’ older infrastructure. This experience has allowed John to contribute meaningfully to key projects throughout his career.
Looking ahead, John’s professional goals include leveraging existing relationships and cultivating new ones to secure large-scale projects that IDS can design from the ground up. He is an active member of West Houston Association (WHA) Rising Leaders Program and is part of the Association of Water Board Directors (AWBD). In addition, John also serves as the President of the Improvement District where he lives.
John’s combination of technical acumen and client relations expertise makes him an invaluable part of IDS. We are proud to welcome John as a shareholder and look forward to the continued impact of his contributions.

Kameron Pugh, P.E.
Kameron attended Tarleton State University, earning a degree in Environmental Engineering, where he spent a large amount of his time doing research at a biological and chemical lab. During this time Kameron gained two publishments in peer reviewed scientific journals as a result of the research. From a young age, he was interested in the way water flows and moves, which inspired him to pursue a career in engineering. Outside the office, Kameron enjoys spending time with his son, including sports, camping trips, concerts, and video games. One of Kameron’s greatest passions is music, which is how he spends much of his free time.
After interacting with IDS at a career fair and during his interview, Kameron decided to join IDS because of the welcoming environment and genuine connection he made with the people he met. “The people” are still one of the elements he likes most about the company, followed closely by the variety of challenges that each new day brings.
Starting in Land Development, Kameron eventually transitioned to the Facilities Team and now leads a young and dynamic group of engineers as the head of the Facilities Department. He is committed to investing his time into mentoring them and helping them grow into strong and confident professionals. Kameron strives to foster a team that can continue providing a solid support system to the firm’s other programs and practices.
In addition to leading the Facilities team, Kameron is skilled in working with utility districts, including managing capital improvement plans, monitoring water and wastewater systems and facilities, maintaining asset management plans, and preparing and presenting engineering status reports to the utility district board of directors. Furthermore, Kameron sits on the Board of Directors as President for the Municipal Utility District that he resides in.
His leadership, technical expertise, and dedication to IDS’s future make him an invaluable addition to our shareholder group. We are excited to see his continued influence in shaping the firm’s success.

Kelly Wilkinson, P.E.
Kelly attended Florida State University, initially planning to pursue a medical degree, but discovered a passion for engineering after taking several prerequisite courses. This pivotal decision led her to a successful career in engineering. Kelly gained diverse experience working at two other firms before joining IDS. Early in her career, she worked under Vernon Webb in land development, focusing on Municipal Utility District (MUD) projects. After three years, she transitioned to structural engineering, where she further honed her technical skills over five years. Kelly moved back to Houston in 2020, her strong professional relationship with Vernon brought her to IDS. When not at work, Kelly enjoys perfecting the art of baking, as well as traveling with her husband and 2-year-old daughter.
Today, Kelly is a Senior Project Manager in our Land Development Department. In addition, she serves as the District Engineer for seven MUDs across the Houston area. She thrives in her client-facing role, valuing the collaboration and relationships she builds with clients and other consultants.
One project that holds significance for Kelly is Weston MUD, as this has spanned her whole career thus far. She began this project at her first job, and years later it came full circle when she designed the District’s final sanitary sewer lift station and force main while at IDS, providing a sense of accomplishment and continuity in her career.
Beyond her project work, Kelly is actively involved in the Association of Water Board Directors (AWBD), and recently joined the Communications Subcommittee, which produces a quarterly journal, maintains digital platforms, and creates educational content.
Kelly’s long-term goals include maintaining strong client relationships and expanding IDS’s client base through referrals. She believes that in a client-focused role, reputation and relationships are key to generating new business.
