Raised on a South Texas ranch, Jess was the first in his family to attend college, seeking
the skills to improve Texas communities. His career in municipal engineering started
with the City of Lufkin. From 2001-2012, he managed 50-plus aviation, roadway,
drainage, and parks projects for San Antonio as both in-house engineer and engineering
consultant. His most highly visible efforts include Leon Creek Greenway System, one
of San Antonio’s largest pedestrian and trail projects, and the $17.6 million HemisFair
Complete Streets, an infill reconstruction incorporating low-impact development
principles.

Jess managed staff and oversaw construction projects as City Engineer for Kerrville,
Burnet, and Universal City, developing a $20 million roadway improvement bond
program for Universal City. His birthplace of McMullen County and adjacent counties
benefit from Jess’ ranching heritage and engineering know-how, as he bridges
communications between ranchers, government agencies, and oil companies in
supporting Eagle Ford Shale infrastructure improvements.
