IDS Engineering Group was selected as the design firm for the City’s first ever capital improvements program in late 2012. The City was experiencing pavement failures throughout their city due to inadequate pavement sections, poor underlying soils, drought, and age. Although the City had previously identified a number of streets and their rehabilitation method, IDS was asked to re-evaluate their list of more than 23,000 LF of streets. Through site visits, IDS assigned recommendations on rehabilitation methods and opinion of probable construction costs from simple seal coating, to mill and overlay, to complete reconstruction.
IDS recommended that the City create four bid packages that grouped projects by rehabilitation type. This packaging concept allowed the City to get some of the project under construction immediately, while also grouping similar construction methodologies together and keeping contract amounts at levels comfortable to the City. Once the packages were approved by City staff, IDS prepared construction documents. In addition to our design services, IDS prepared construction contracts, conducted the public bid process, and provided limited construction phase services.
